How do you determine when change the water pump and timing belt on a 2001 Toyota Avalon XLS with only 16,000?

It's due every 90K miles or 7 years, whichever comes first. Too many people ignore the time restriction, which is even more important than the mileage. Being a rubber part, age is more of an issue than flexing. The short of it is that it is overdue by a couple of years. Don't push your luck any farther.

Since the water pump is driven by the timing belt it must also be changed. The labor to change the pump is essentially the same as to replace the timing belt, so why throw the opportunity away? If the water pump seizes it will ruin the timing belt and crash the engine.
